Special Emergency Resources Preallocation Concerning Demand Time for Tunnel Collapse

Abstract Lacking timely access to rescue resources is one of the main causes casualties in tunnel collapse. To provide rescue, this study proposed a multi-objective preallocation model special emergency for collapse based on demand time. Efficiency, multiple coverage, and cost-effectiveness are taken as key objectives model; time service range used coverage decision factor considering unique nature The weight potential disaster-affected points other general factors also considered order thoroughly combine distribution disaster areas. Further, we take 15 projects under construction China an example. When relative proximity ideal point selected optimal scheme ε smaller than 0.5, will adjust three reselect until > 0.5. Compared with not preallocated case, number rigs needed reduced by 8.3%, covered increased 36.36%, weighted times from 0.853 1.383, distance significantly 99% when preallocated, verifying feasibility superiority model.
